Position Overview:
The Senior Program Manager provides advanced support to ensure effective, efficient, and compliant implementation of Proximity’s complex donor-funded projects throughout the project life cycle. The Senior Program Manager is responsible for management, delegation, and execution of day-to-day project tasks. They provide daily support to project staff in the field on project matters, including contract administration, scope of work delivery, project budget management, procurement, subcontract and grant management, and regulatory compliance.
S/he effectively anticipates and mitigates risk and designs and deploys practical and sustainable solutions to any project implementation challenge. The Senior Program Manager will collaborate with other Programs Team members and support and monitor the completion of tasks related to aspects of project management, performance, and compliance.
They serve as Proximity’s trusted ambassador in the field, and cultivate long-lasting, collaborative relationships with our clients, partners, and stakeholders. They also support the implementation of Proximity’s business development strategy by participating in the proposal development process in a variety of roles.
The Senior Program Manager reports to the Director of Programs. This position is remote, with the expectation of occasional project-related travel.
Duties and Responsibilities:
- Manage and oversee the implementation of a portfolio of projects from the home office as well as during short-term assignments in the field.
- Provide daily support to project staff in the field from start-up to close-out on all matters related to contract administration, scope of work delivery, personnel, project budget management, subcontract and grant management, and regulatory compliance.
- Manage, oversee, and ensure compliance on all matters related to project budget and financial management, procurement, and grants management.
- Lead efforts to oversee financial aspects of programs by reviewing monthly invoices to ensure accuracy and compliance with contract provisions; responsible for monitoring monthly costs using contract budget monitor, tracking contract expenditures against budget and total obligated funds.
- Oversees and leads negotiations with project partners; identifies and manages key subcontract or grant issues, budgets, and invoicing; and reviews deliverables in coordination with project team to ensure they meet technical, contractual, and quality standards.
- Leads recruits of long- and short-term project personnel in accordance with Proximity International’s policy and delegates to or mentors others in project recruiting where possible and appropriate
- Serve as a critical liaison between the project teams in the field and Proximity’s HQ teams and facilitate effective cross-department collaboration and communication.
- Conduct internal project audits to identify areas of weakness and risk; develop action plans to mitigate those risks; and oversee external program audits and financial reviews.
- Work with the project team to ensure timely and quality development of client reporting including work plans, activity and deliverable approval, quarterly and annual technical and financial reports, and any other client required reporting.
- Develop strategies and solutions to troubleshoot project implementation issues, including but not limited to technical delivery, contractual, financial, personnel, compliance, or client relations matters.
- As needed, travel to Amman, Jordan; Berlin, Germany; and other project sites to collaborate with project-based staff, lead project start-ups, and other project related tasks.
- Mentor direct reports and colleagues and promote a positive, creative, multicultural work environment.
- Support Proximity’s business development strategy by leading capture efforts, writing proposal sections including past performance, management, and personnel, recruiting long and short-term personnel, designing pricing strategies, and developing proposal budgets.
- Perform other duties and responsibilities as required.
Qualifications:
- Minimum five years of project management experience including proven experience in the management or backstopping of multi-year donor-funded government contracts (USAID, DoS, FCDO, GIZ etc);
- Mastery of critical project management skills including budget and personnel management, contract and regulatory compliance, client relations.
- Bachelor’s degree required, preferably in a field related to international development and international relations;
- Demonstrated strength in team work and multicultural collaboration;
- Proven experience in international development on similar projects with increasing management responsibility;
- Fluency in English required; proficiency in Arabic a plus;
- Excellent oral and written communication skill;
- Proficiency in MS Office and Google Suite applications;
- Strong attention to detail and problem solving skills;
- Effective time management, organizational, and self-directed work skills;
- Willingness and ability to travel internationally to project sites including in the MENA region for STTA assignments
Proximity International is committed to fair and equitable compensation practices. The base salary range for this position in the U.S. is $85,000 – $110,000 annually + benefits. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, skills, certifications and location.
