Alliance for Gender Equality in Europe is Looking for a Programme Officer: Apply!

The Alliance for gender equality in Europe is looking for a Programme Officer for a one-year (renewable) contract based in Brussels and available as soon as possible to support the grant making and capacity strengthening activities of the Alliance and overall coordination.

Background

The Alliance for gender equality in Europe (the Alliance) is a donors collaborative created in 2021 to support progress for gender equality and women’s rights in Europe. It is composed by Bodossaki Foundation, Fondation CHANEL, Fondation de France, Fondation RAJA-Danièle Marcovici, JPMorgan Chase, King Baudouin Foundation and L’Oréal Fund for Women and hosted by the Network of European Foundations (NEF). Through grants, capacity strengthening and awareness raising, the Alliance strengthens small frontline organisations achieving a just and fair society for all through gender equality.

NEF provides the legal structure for the donor’s collaborative and will issue the contract for the Programme Officer. The Alliance is designed by the foundations that own the initiative (Steering Committee Members). NEF carries out the implementation of the Alliance’s strategy through its dedicated programme team. The current team is composed of a Senior Programme Manager and a Communication & Learning Manager (under recruitment).

About the job

The following roles will be taken up by the Programme Officer under the leadership of the Senior Programme Manager and in coordination with the NEF operations team and the Steering committee members of the Alliance, which is the key governance body of the Alliance for Gender Equality in Europe.

Grantmaking

Provide administrative support for the Alliance’s grant-making function from start to finish to ensure clear, transparent, timely and orderly processes.

  • Serve as a key contact point for organisations seeking and receiving funding
  • Contribute to the preparation and implementation of the grantee selection process (eg. dissemination, calls for proposals, selection processes, due diligence…).
  • Liaise with NEF to perform due diligence as per NEF and Alliance standards.
  • Prepare contracts and follow up contractual obligations with grantees.
  • Gather and process all disbursement and reimbursement requests from grantees aligned with the Alliance budget.
  • Contribute to the assessment of grantees, by analysing reports, conducting site visits, and extracting project learnings to contribute to the evaluation of the Alliance’s work.
  • Contribute to the improvement of the grant making practices by sharing lessons and evidence-based recommendations.

Capacity strengthening

Keeping abreast of the portfolio of grantees, contribute to facilitate learning and networking opportunities, that will serve the strengthening of the Alliance’s partners.

  • Coordinate the implementation of the capacity strengthening activities of the fund (eg. workshops, grants for organisational development…).
  • Provide operational and administrative support to organise convenings.
  • Facilitate the online peer learning platform on feminist leadership.

Coordination

Provide support to the Senior Programme Manager in the fund coordination.

  • Prepare with the Senior Programme Manager the meetings of the Alliance governance bodies.
  • Ensure contractors deliver as per agreements and track payments to fit within the fund’s budget.
  • Plan and spearhead the logistical arrangements of on/off-line meetings and events.
  • Assist in the production and submission of the relevant financial and narrative reports of the donors/funders’ partners.
  • As requested, conduct research projects on relevant subjects.
  • Provide other administrative and logistics support where needed.
  • Apply a collaborative approach to all aspects of work within the Alliance and with stakeholders.

Requirements

Essential skills and experience

  • Minimum 3 years of relevant job experience.
  • Experience in non-profit work and preferably in a European environment.
  • Experience in project management, including coordination, planning and logistics for meetings and events.
  • Good at building and maintaining productive working relationships with people from a wide diversity of background, both in person and online. 
  • Excellent organisational skills, ability to anticipate, prioritize and make informed decisions within competing deadlines.
  • Excellent written and verbal communication skills in English.
  • Ability to work autonomously and be a team player.
  • Be adaptable and flexible as part of a small and fast-changing organisation.
  • Committed to the Alliance vision and missionNEF values and to diversity, equity and inclusion.

Desirable skills

  • Knowledge or strong interest for gender equality in Europe.
  • Experience working with philanthropic organisations and/or multi-actor collaborations
  • Experience providing capacity development support.

Benefits

  • A 1-year contract potentially renewable
  • A gross salary of Belgian payroll between 2750€ and 3500€ per month depending on experience with additional benefits (13th month, lunch vouchers, homeworking allowance…)
  • A full-time position (37.5 hours per week)
  • Position based in Brussels with two days of remote work per week – terms to be mutually discussed and agreed upon.

The position requires some European travel.

Please note that EU Citizenship or a Belgian Residence Permit is required for this role.
