Asia Pacific Forum on Women, Law and Development (APWLD) is currently inviting WOMEN in all their diversities, including those belonging to minority and marginalised groups from Asia and the Pacific countries with relevant experience and skills to apply as Programme Officer for the Climate Justice Programme.

The successful applicants will work with our committed Secretariat and membership to advance women’s human rights, women’s organising power, strengthening cross-movements solidarity and advocate for Development Justice.

Programme Description & Selection Criteria 

The Climate Justice Programme focuses on ​building capacity of the women most affected by climate change and ​collecting evidence on the impacts faced by communities. Our advocacy aims to ensure that climate policies ​from local to global levels incorporate the voices, experiences and demands of Asia-Pacific women’s climate justice movements.  It recognises that feminist solutions for climate justice are key in dismantling structural inequalities between countries, between rich and poor and between men, women and other genders. 

Selection Criteria

  • Demonstrated commitment to the promotion of women’s human rights in Asia and the Pacific. 
  • In depth understanding and knowledge on political, economic, and socio-cultural environments in the region and its impact on women’s human rights.
  • Minimum five (5) years experience in development work, women’s human rights and/or social movements at the national, regional or international levels.
  • Experience and knowledge on the issue of climate change and its impact on women in Asia and the Pacific region; as well as experience engaging with relevant regional and global level processes including the UNFCCC and Green Climate Fund.
  • A degree in social and political science, law, human rights, development or women’s studies.
  • Experience in working with a movement-based organisation such as feminist movements,  migrants, workers, indigenous peoples, farmers, fisherfolk, Dalits, LBTQI or other movements is an asset.
  • Experience in coordinating cross-movement campaigns, solidarity actions or advocacy is an asset.
  • Experience in research skills, and capacity to analyse and critique economic, social and development policies.
  • Experience and knowledge of participatory data gathering and analysis and participatory facilitation with grassroots organisations and their communities is an asset.
  • Strong coordination/teamwork skills both within and across teams. 
  • Knowledge of project management such as programme planning, implementation, monitoring and evaluation.
  • Demonstrated ability to work with a diverse, membership-driven network and its allies.
  • Excellent command of English language, both oral and written; demonstrated ability to write for movements as well as programme reports and project proposals.
  • Good interpersonal skills, with the ability to network in a multicultural environment and to develop strong professional relationships with members and other stakeholders.
  • Proficient ICT, writing and editing skills including the ability to coordinate publication work from programme content to production work in various forms and media. Familiarity in using online shared platforms such as Google Suite is preferred.
  • Must be able to travel overseas as required.

Key Tasks and Responsibilities

Programme Management:  Ensures high-level programme management coordination to effectively plan, implement, monitor and evaluate programme activities according to the programme’s annual work plan and APWLD’s overall strategic plan.  Key tasks and responsibilities include:

  • Overall management of the programme workplan and budget, according to APWLD’s strategic plan, financial policies and guidelines. 
  • Implement, monitor and evaluate programme activities (includes training, documentation, research, consultations, Feminist Participatory Action Research ‘’FPAR’’) according to programme’s annual work plan and overall strategic plan. 
  • Provide support to programme organising committee members and partners in engaging with the programme, including through maintaining regular and secure communication among network members or partners (including email, video calls, telephone calls, etc).
  • Manage and coordinate the participation of members and partners attending programme activities (including logistical, visa, airline booking, finance support during meetings); as well as supporting the coordination with members and partners to strengthen advocacy opportunities in regional and international policy spaces. 
  • Facilitate the publication of key knowledge tools and resources that may be led by the Climate Justice programme or conducted in collaboration with other programmes.
  • Mentor and supervise Programme Associate, interns, volunteers and support staff for programme and staff’s professional development.

Reporting and Accountability: Ensures accountability to APWLD’s members and donors by complying with the quarterly and annual programme reports and respective financial reporting requirements.  Key tasks and responsibilities include:

  • Write and submit annual and programme reports for members and donor agencies.
  • Work closely with the Finance Team and Grants Manager with the preparation of financial reports and Sub Grants matters  related to her programme.

Advocacy:Plans and implements advocacy plans of the programme as guided by APWLDs overall objectives.  Key tasks and responsibilities include:

  • Facilitate the development of common advocacy positions and collaborative activities to strive towards women’s human rights and Development Justice. 
  • Support members to make strategic interventions in regional and international advocacy arenas on women’s human rights, particularly amplifying the voices and leadership of women in Asia Pacific for the issues related to climate justice. 
  • Supports alternative spaces that amplify grassroots women’s realities and voices and accountability through regional and international advocacy spaces.

Network Coordination:Guided by APWLD’s overarching organisational objectives and the programme’s strategic direction, the Programme Officer provides leadership and coordination support to key networks, alliances, and coalitions as part of its overall commitment to feminist movement building.  Key tasks and responsibilities include:

  • Provide coordination functions to external networks that APWLD may support and lead.
  • Maintain regular and secure communication amongst network members and partners (including email, online conferencing and communication tools, telephone calls, quarterly bulletins, etc.).

Remuneration & Compensation

Salary range commences at USD 1,800 per month. Other benefits include monthly office allowance of 130 USD/Month, health allowance and insurance; contributions to the employee provident fund; and 13th month salary. This is a full-time position with a two-year (renewable) contract; and a probationary period of four months applies. Staff will be based and work from her home country.
