About the Consultancy

GC is seeking a consultant to lead the development of one application budget and contribute to harmonizing the pricing strategy and budget process in the event of multiple applications. Building on GC’s well-established experience as a McGovern-Dole prime implementer, the consultant will serve as the Budget Lead to develop a final submission-ready budget and budget narrative. GC seeks a consultant for up to a maximum of 40 days of effort to begin in December 2023, with the heaviest LOE taking place during the live proposal period between approximately mid-February and mid-May 2024.

Scope of Work

  • Lead the development of one budget package (budget spreadsheet, budget narrative, and any supporting documentation) for one application budget from the release of the solicitation to submission. This includes determining budget caps for cost categories, developing draft and final versions of detailed and summary budget spreadsheets and the budget narrative in line with NOFO guidelines and requirements.
  • Facilitated by the Sr. Manager, Cost & Pricing, lead budget reviews and incorporate comments and edits from reviewers into the budget and narrative.
  • Coordinate with the Sr. Manager Cost and Pricing on developing budget strategy for both submissions, if applicable.
  • Provide the Sr. Manager cost and pricing with inputs needed to ensure both submissions reflect similar costs and pricing strategies, if applicable.

Deliverables

  • Participation in team calls and meetings, as determined necessary by the Sr. Manager, Cost & Pricing (Tawni Stetson) and the Proposal Director
  • Development of a final budget spreadsheets (detailed and summary) and budget narrative.
  • Completed SF-424 forms

Qualifications

  • Demonstrated experience with McGovern-Dole proposal pricing.
  • English fluency required; Spanish language proficiency preferred.

Location of Work Remote at consultant’s home of record. No travel anticipated
