FHI 360 Job Vacancy: Work Remotely as a Strategic Program Development and Growth Consultant

FHI 360’s Crisis Response team is seeking proposals from consultants to develop a five-year Strategic Program Development and Growth Plan.

FHI 360 works in over 70 countries to improve lives in lasting ways by advancing integrated, locally driven solutions for human development. FHI 360’s Crisis Response team complements the organization’s development programming by applying its humanitarian technical expertise to respond to the growing number of humanitarian crises around the world—including pivoting to humanitarian programming in fragile, emergency, and conflict-affected countries where FHI 360 already has presence or development initiatives.

Through an integrated approach, FHI 360’s humanitarian assistance works to improve the health and well-being of crisis-affected individuals. FHI 360 utilizes a multi-sectoral programming model working closely with communities and local actors to provide essential health, emergency nutrition, protection, and water, sanitation, and hygiene (WASH) assistance to address acute needs and support longer-term recovery and restoration of essential lifesaving services. FHI 360 has implemented humanitarian programs in Ukraine, Ethiopia, Democratic Republic of Congo, Mozambique, Nigeria, YemenAfghanistan, and Burkina Faso and integrates crisis response approaches into FHI 360’s development programs.

Scope of Work

FHI 360’s Crisis Response team is seeking proposals from consultants to develop a five-year Strategic Program Development and Growth Plan.

FHI 360’s Crisis Response team is engaging in a strategic program development and growth planning process and seeks external expertise to ensure that this is built on a solid foundation that promotes the organization’s strengths with the intention to guide and grow future humanitarian work in line with the department’s and FHI 360’s organizational mission.

The Strategic Program Development and Growth Plan is planned to focus on: new donor marketsnew funding mechanisms and modelsnew technical capacities and expertise to enable increased humanitarian response and solidify FHI 360’s role as a leader in the global humanitarian community; and new operational capacities and resources required to support expansion. Therefore, the consultant will be expected to identify areas of new programmatic growth or strengthening, provide analysis of key donor markets and funding opportunities aligned with new program development, outline resources/investments required to position FHI 360’s Crisis Response team to achieve the planned expansion and growth, and provide a cohesive implementation plan accompanied by measurable goals that will ensure senior management can track progress against strategy implementation.

The selected consultant will need to bring existing, demonstrated intelligence around key humanitarian donor trends (within the US Government, other bilateral donors, and Foundations), as well as in-depth understanding of the realities of humanitarian programming implementation and operations, as well as what innovation in the humanitarian space would look like. The preferred candidate will also bring experience in assessing and identifying a range of innovative growth options, potentially including acquisition, in order to achieve the identified growth and expansion objectives.

Ultimately, the Strategic Program Development and Growth Plan will be a key tool to help guide FHI 360’s future investments in Crisis Response and enhance the organization’s capacity to effectively address proliferating crises globally.

Specific Tasks and Responsibilities:

Understanding FHI 360 Areas of Expertise and Processes

  • Meet with Crisis Response Senior Management Team (SMT) to understand the department’s strengths and identify areas of growth.
  • Conduct stakeholder interviews across the Crisis Response department and in other units/departments of FHI 360 to identify areas of strategic growth and program development.
  • May include a landscape analysis of implementing partners to better understand FHI 360’s role in the market and/or identification of potential strategic acquisitions to improve FHI 360’s reach and positioning within the humanitarian sector.

Developing Recommendations for Five-Year Strategic Program Development and Growth Plan

  • Develop recommendations, including an executive summary and comprehensive report to articulate the plan.
  • Present findings to Crisis Response SMT and organizational leadership.

Developing Implementation Plan

  • In collaboration with the Crisis Response SMT, develop a comprehensive implementation and resource plan that addresses how the five-year strategy will be reached.
  • Develop measurable indictors across the five-year strategic plan to measure plan’s success.


  • December 22: Timeline Refinement and Stakeholder Interview Plan
  • January 15: Brief report and presentation stakeholder interviews outcomes, research to date, and landscape analysis.
  • February 9: Presentation & Executive Summary – Draft Five-Year Strategic Program Development & Growth Plan
  • March 8: Final Five-Year Strategic Program Development & Growth Plan and Presentation (inclusive of implementation plan and resources/further investment required).

Level of Effort: Approximately 3 Months

Period of Engagement: December 15, 2023-March 15, 2024

Evaluation Criteria

Proposals will be evaluated in accordance with the following criteria:

  • Knowledge of humanitarian practice area.
  • Expertise in developing strategic growth plans for similar organizations.
  • Consultancy or employment experience with similar organizations.

The Consultant agrees to hold the prices in its offer firm for 45 days from the date specified for the receipt of offers unless another time is specified in the addendum of the RFP.
