Reagan-Fascell Democracy Fellows Program

Named after NED’s principal founders, Ronald Reagan and Congressman Dante Fascell, this program is a federally funded international exchange initiative. It brings together democracy activists, journalists, civil society leaders, and scholars from various countries. The program offers a unique opportunity to spend five months in residence at NED’s International Forum for Democratic Studies in Washington, D.C., conducting independent research on democracy in a specific country or region.

Fellowship Tracks

The Reagan-Fascell program has two tracks:

1. Practitioner Track: This track is intended for professionals primarily from developing democracies or non-democratic countries. Applicants are expected to have practical experience in promoting democracy or human rights. No specific degree requirements or age limits apply, but mid-career professionals are typically preferred.

2. Scholarly Track: While the program is designed for practitioners worldwide, distinguished scholars from established democracies, including the United States, can also apply. Scholarly track applicants should have a doctorate (Ph.D. or academic equivalent), a record of publications, and a detailed research outline.

Eligibility Criteria

Applicants for both tracks should:

  • Demonstrate proficiency in the English language.
  • Propose a project related to political, social, economic, legal, or cultural aspects of democratic development.
  • Be available for a five-month residence in Washington, D.C. during the fellowship period (either October 1 – February 28 or March 1 – July 31).

How to Apply

To apply for the Reagan-Fascell Democracy Fellowship, you must create an account through the online portal. The application requires submission of applicant information, a project proposal, letters of recommendation, and a resume/CV. All application materials must be in English.

Application Deadlines

Applications for fellowships in 2024-25 are now open, with a deadline of November 6, 2023, for the application and November 13, 2023, for letters of recommendation.

Fellowship Projects

During the fellowship, participants work on projects related to democracy prospects in a particular country or region. Projects explore various aspects of democratic development, excluding a study of democracy in the United States.

Program Details

Fellows receive a monthly stipend for living expenses, basic health insurance, and roundtrip travel to and from Washington, D.C. They also benefit from program activities, research associates’ support, and access to the Democracy Resource Center, containing an extensive collection of works on democracy.

Visas

Prospective fellows from countries other than the United States must obtain a J-1 exchange visitor visa before traveling to the United States. Family members accompanying fellows need J-2 visas.

Selection Process

The Reagan-Fascell program conducts an annual competition with applications due by October 31. Applications undergo rigorous evaluation, with finalists selected by NED’s Board of Directors. All applicants receive notifications of the competition’s outcome in mid-April.
